Objective:

This evaluation assessed the impact and outcomes of the Cash for Food (CFF) program implemented in Argo and Wardooj districts of Badakhshan. The study examined the program’s relevance, efficiency, effectiveness, and sustainability, with a focus on improving food security, enhancing household coping strategies, and strengthening livelihoods in vulnerable communities.

Methodology:

A mixed-methods approach was utilized to ensure a comprehensive assessment. Data collection included:

  • Household Surveys: Capturing socio-economic changes and food security improvements.
  • Key Informant Interviews (KIIs): Engaging key stakeholders to evaluate program effectiveness and policy implications.
  • Focus Group Discussions (FGDs): Gathering community perspectives on the intervention’s impact and sustainability.
  • Desk Reviews: Analyzing secondary data to contextualize findings and validate trends.

Data analysis was conducted using KoBo Toolbox, SPSS, and Microsoft Excel, ensuring accurate interpretation and meaningful insights.

Scope of Work:

Adroit Associates led the evaluation with a structured approach, including:

  • Evaluation Design: Developing frameworks to measure program effectiveness and long-term outcomes.
  • Data Collection: Conducting fieldwork using culturally sensitive methodologies.
  • Field Visits & Stakeholder Engagement: Validating findings with beneficiaries and local stakeholders.
  • Analysis & Reporting: Providing actionable recommendations to enhance future food security interventions.
  • Final Presentation: Delivering key insights to Mission East for strategic planning and decision-making.

Key Findings and Impact:

The evaluation highlighted significant improvements in food security and household resilience, with beneficiaries reporting enhanced access to essential food supplies and reduced vulnerability. However, challenges related to program sustainability and long-term resilience strategies were identified, emphasizing the need for continued support and integrated livelihood interventions.

This study provided Mission East with evidence-based recommendations to optimize future cash-based assistance programs and enhance their impact on food security in crisis-affected regions.
