The Governance, Rule of Law, and Civil Society Consultant will provide specialized technical expertise on an as-needed, on-call basis to support good governance, access to justice, and civil society strengthening programming. The consultant will contribute to designing interventions that promote accountable governance, legal empowerment, civic participation, and institutional resilience, ensuring alignment with donor priorities and best practices.
1. Duties and Responsibilities
1. Technical Proposal Development & Project Design
· Provide technical inputs for governance, rule of law, and civil society proposals, ensuring alignment with donor strategies and local contexts.
· Develop concept notes, logical frameworks, and theories of change for governance reform, access to justice, and civil society strengthening programs.
· Advise on best practices in public sector reform, legal aid, anti-corruption, civic engagement, and inclusive governance.
2. Short-Term Technical Assignments
· Conduct rapid assessments such as governance diagnostics, legal needs surveys, and civil society landscape analyses to inform project design.
· Deliver specialized advisory services including policy analysis, institutional capacity assessments, and strategies for civic space protection.
· Support baseline studies, mid-term reviews, and final evaluations of governance, rule of law, and civil society projects.
3. Research & Knowledge Products
· Draft technical reports, case studies, and policy briefs on governance trends, justice innovations, and civil society impacts.
· Analyze local and regional governance systems, rule of law challenges, and civic participation patterns for donor reporting.
· Contribute to research publications and thought leadership to enhance organizational credibility and influence.
4. Capacity Building & Training (On-Demand)
· Design and facilitate tailored training sessions for partners on topics such as public administration, legal empowerment, advocacy, and civic education.
· Provide remote or in-person mentorship to project teams on governance monitoring tools and civil society engagement methodologies.
5. Representation & Strategic Engagement
· Act as a technical representative in meetings with donors, government agencies, legal institutions, and civil society organizations when required.
· Support stakeholder consultations to validate project approaches and ensure alignment with local governance and civil society realities.
2. Qualifications
Education:
Advanced degree in Law, Political Science, Public Administration, International Relations, or a related discipline.
Experience:
· 5+ years of experience in governance, rule of law, or civil society programming, preferably in fragile, conflict-affected, or underdeveloped contexts.
· Proven track record in supporting successful proposals and delivering high-impact short-term consultancies.
· Familiarity with donor requirements (e.g., USAID, UN, EU, FCDO) and key governance and rule of law frameworks.
· Strong analytical skills with experience in governance assessments, legal analysis, and civil society diagnostics.
· Excellent technical writing skills for proposals, reports, and policy documents.
· Strong communication, interpersonal, and facilitation skills.
· Fluency in English required; additional languages relevant to the region are an asset.
