The Women Empowerment and Gender Equality Consultant will provide specialized technical expertise on an as-needed, on-call basis to support effective women’s empowerment and gender equality programming. The consultant will contribute to designing interventions that advance women’s rights, promote gender equity, and strengthen the participation and leadership of women and girls, ensuring alignment with donor priorities and international best practices.

1. Duties and Responsibilities

1. Technical Proposal Development & Project Design

· Provide technical inputs for women empowerment and gender equality proposals, ensuring alignment with donor strategies and local contexts.

· Develop concept notes, logical frameworks, and theories of change for gender equity, women’s leadership, and empowerment programs.

· Advise on best practices in gender mainstreaming, prevention of gender-based violence (GBV), women’s economic empowerment, and inclusive policy development.

2. Short-Term Technical Assignments

· Conduct rapid assessments such as gender analyses, women’s needs assessments, and feasibility studies to inform project design.

· Deliver specialized advisory services including gender audits, policy analysis, and strategies for increasing women’s participation and leadership.

· Support baseline studies, mid-term reviews, and final evaluations of women empowerment and gender equality projects.

3. Research & Knowledge Products

· Draft technical reports, case studies, and policy briefs on gender trends, empowerment innovations, and program impacts.

· Analyze local and regional gender dynamics, barriers to equality, and opportunities for women’s advancement for donor reporting.

· Contribute to research publications and thought leadership to enhance organizational credibility and influence.

4. Capacity Building & Training (On-Demand)

· Design and facilitate tailored training sessions for partners on topics such as gender mainstreaming, GBV prevention, and women’s leadership.

· Provide remote or in-person mentorship to project teams on gender analysis tools and empowerment methodologies.

5. Representation & Strategic Engagement

· Act as a technical representative in meetings with donors, government agencies, women’s organizations, and partners when required.

· Support stakeholder consultations to validate project approaches and ensure alignment with local gender realities.

2. Qualifications

Education:

Advanced degree in Gender Studies, Social Sciences, International Development, Human Rights, or a related discipline.

Experience:

· 5+ years of experience in women empowerment, gender equality, or related programming, preferably in fragile, conflict-affected, or underdeveloped contexts.

· Proven track record in supporting successful proposals and delivering high-impact short-term consultancies.

· Familiarity with donor requirements (e.g., USAID, UN, EU, FCDO) and key gender equality frameworks.

· Strong analytical skills with experience in gender assessments, women’s empowerment strategies, and gender diagnostics.

· Excellent technical writing skills for proposals, reports, and policy documents.

· Strong communication, interpersonal, and facilitation skills.

· Fluency in English required; additional languages relevant to the region are an asset.
