
This Post-Distribution Monitoring (PDM) project aimed to evaluate the quality, relevance, and effectiveness of transitional shelter assistance provided to internally displaced persons (IDPs), returnees, and shock-affected populations in Kunduz Province. The objective was to assess beneficiary satisfaction, shelter conditions, and the overall impact of the intervention on household safety and well-being.
Methodology:
A targeted field-based assessment was implemented using both qualitative and quantitative tools to capture beneficiary experiences and perceptions. Data collection included:
- Intercept Surveys: Conducted at the community level to gather feedback on shelter design, adequacy, and post-distribution use.
- Focus Group Discussions (FGDs): Facilitated discussions with affected communities to explore challenges, preferences, and unmet needs related to shelter and protection.
Kobo Toolbox was used to facilitate real-time digital data collection, ensuring consistency, accuracy, and speed in data processing.
Scope of Work:
Adroit Associates provided end-to-end support for the PDM exercise, including:
- Tool Development: Designing practical, context-specific survey instruments and discussion guides.
- Data Collection: Conducting on-the-ground surveys and FGDs with beneficiaries in Kunduz.
- Reporting: Compiling a concise evaluation report summarizing beneficiary feedback, key trends, and actionable recommendations for future shelter programming.
Key Findings and Impact:
The PDM revealed overall satisfaction with the transitional shelter assistance, with most beneficiaries reporting improved protection and privacy. However, the findings also highlighted areas for improvement, particularly in terms of material durability and responsiveness to community-specific needs.
The assessment enabled ORD to strengthen its shelter programming approach, improve accountability to affected populations, and enhance the design of future emergency support interventions.
