Dr. Hashim Pashtun is an environmental engineer and infrastructure planning specialist with over 15 years of experience across the public and research sectors. He holds a Ph.D. in Civil Engineering with a specialization in environmental engineering and infrastructure planning, with a strong focus on economically driven, sustainable development.

Dr. Pashtun has worked across Afghanistan, Pakistan, India, and the United States, bringing a global and interdisciplinary perspective to complex infrastructure and environmental challenges. His professional experience includes roles with the Ohio Research Institute for Transportation and the Environment (ORITE) and the Voinovich School of Leadership and Public Service at Ohio University, where he has led and contributed to projects focused on infrastructure assessment, economic development, and community resilience.

He is a certified Social Return on Investment (SROI) practitioner with expertise in impact management and evaluation. His work centers on conducting comprehensive impact assessments for socio-economic, infrastructure, and environmental projects, helping translate data into actionable insights for policymakers, communities, and stakeholders.
