
Adroit Associates implemented an Organizational Capacity Development and Strengthening assignment for the Organization of Human Welfare (OHW) in Afghanistan, focused on strengthening organizational systems, policies, processes, and staff capacity.
OHW sought to enhance operational effectiveness across key functions including Finance, Logistics, Internal Control, Protection, Human Resources, Procurement, and MEAL. Adroit’s assignment was structured around three interconnected areas: reviewing and strengthening existing policies and procedures, optimizing organizational processes, and building staff capacity to effectively apply updated systems.
Adroit applied a phased institutional-strengthening approach combining organizational review, stakeholder consultations, policy assessment, process analysis, policy development, validation, capacity building, and implementation planning. The assignment was designed to strengthen transparency, efficiency, accountability, compliance, and organizational sustainability across OHW’s operational framework.
Project Context
OHW identified a need to strengthen its internal systems and update organizational policies and procedures to support more effective and accountable operations.
The assignment focused on reviewing existing frameworks across critical organizational functions and identifying gaps, inefficiencies, outdated processes, and opportunities for closer alignment with organizational priorities, applicable requirements, and recognized good practices.
Adroit’s scope covered existing policies and procedures while also addressing areas requiring new institutional frameworks. These included a Protection Policy, Shared Cost Policy for Management Staff and Administrative Expenses, Top-Up Allowances Policy, and Transportation Policy.
The consultancy therefore combined policy development with process improvement and capacity development, ensuring that revised organizational frameworks could be practically understood and applied by OHW personnel.
Project Objectives
Adroit’s assignment was structured around three primary objectives.
The first was to conduct a comprehensive policy and process review, assessing existing policies and procedures across key departments and identifying institutional gaps and areas requiring improvement.
The second was to support the development and strengthening of organizational policies and systems, including refinement of existing frameworks and development of new policies where required. The work emphasized operational efficiency, accountability, transparency, and organizational compliance.
The third objective focused on capacity building and staff development. Adroit designed the assignment to ensure OHW personnel had the knowledge and practical capacity required to understand and implement revised policies, procedures, and organizational processes.
Together, these components were intended to strengthen OHW’s institutional framework and establish more efficient and sustainable internal systems.
Methodological Approach
Adroit designed a structured, multi-phase methodology beginning with planning, stakeholder engagement, and institutional assessment.
The first phase included project inception, development of an action plan, meetings with OHW management and relevant personnel, and stakeholder consultations to understand existing systems, challenges, needs, and organizational priorities.
Adroit then undertook a comprehensive review of policies and procedures across relevant departments. The assessment examined existing documentation and operational practices to identify gaps, duplication, inefficiencies, and opportunities for process improvement.
Based on the assessment, Adroit’s methodology moved into policy and system development, including refinement of existing frameworks and preparation of new policies. Stakeholder feedback and validation were incorporated to ensure recommendations remained relevant to OHW’s operational context.
The approach also incorporated Quality Circles and the Delphi Technique to facilitate structured feedback, expert input, consensus building, and refinement of key outputs.
Capacity-building activities were designed to support practical implementation of revised systems. Quality assurance included internal reviews, structured feedback loops, progressive refinement of deliverables, documentation, and reporting.
Impact and Strategic Significance
The assignment was designed to provide OHW with a stronger institutional foundation for managing its operations effectively and consistently.
By combining capacity assessment, policy development, process optimization, and staff training, Adroit addressed organizational strengthening as an integrated process rather than treating policies, systems, and staff capabilities separately.
The revised and newly developed policies were intended to provide clearer institutional guidance across critical organizational functions, while process optimization focused on reducing inefficiencies and improving workflows.
Capacity-building activities complemented these improvements by supporting staff understanding and application of updated policies and procedures, helping translate institutional frameworks into day-to-day organizational practice.
