The Mine Action Consultant will provide specialized technical expertise on an as-needed, on-call basis to support effective mine action programming. The consultant will contribute to designing and implementing interventions that reduce the threat of landmines and explosive remnants of war (ERW), enhance community safety, and build national and local capacity, ensuring alignment with donor priorities and international best practices.

1. Duties and Responsibilities

1. Technical Proposal Development & Project Design

· Provide technical inputs for mine action proposals, ensuring alignment with donor strategies and local contexts.

· Develop concept notes, logical frameworks, and theories of change for mine clearance, risk education, and victim assistance programs.

· Advise on best practices in humanitarian demining, explosive ordnance risk education (EORE), and mine action sector coordination.

2. Short-Term Technical Assignments

· Conduct rapid assessments such as contamination surveys, risk mapping, and feasibility studies to inform project design.

· Deliver specialized advisory services including policy analysis, mine action standards compliance, and gender-sensitive mine risk reduction.

· Support baseline studies, mid-term reviews, and final evaluations of mine action projects.

3. Research & Knowledge Products

· Draft technical reports, case studies, and policy briefs on mine action trends, clearance innovations, and program impacts.

· Analyze local and regional contamination patterns, community risk profiles, and mine action strategies for donor reporting.

· Contribute to research publications and thought leadership to enhance organizational credibility and influence.

4. Capacity Building & Training (On-Demand)

· Design and facilitate tailored training sessions for partners on topics such as mine risk education, survey methodologies, and victim assistance.

· Provide remote or in-person mentorship to project teams on mine action monitoring tools and data management.

5. Representation & Strategic Engagement

· Act as a technical representative in meetings with donors, government agencies, mine action authorities, and partners when required.

· Support stakeholder consultations to validate project approaches and ensure alignment with local mine action realities.

2. Qualifications

Education:

Advanced degree in Humanitarian Mine Action, Engineering, International Development, Public Safety, or a related discipline.

Experience:

· 5+ years of experience in mine action, humanitarian demining, or explosive ordnance risk reduction, preferably in fragile, conflict-affected, or underdeveloped contexts.

· Proven track record in supporting successful proposals and delivering high-impact short-term consultancies.

· Familiarity with donor requirements (e.g., USAID, UNMAS, EU, FCDO) and key mine action frameworks (e.g., IMAS).

· Strong analytical skills with experience in contamination assessments, risk analysis, and mine action diagnostics.

· Excellent technical writing skills for proposals, reports, and policy documents.

· Strong communication, interpersonal, and facilitation skills.

· Fluency in English required; additional languages relevant to the region are an asset.
